Set hooter settings

Configures the external speaker (hooter) — enables/disables it and sets the activation delay (0–60 seconds) after an incoming call starts.

Supply + 12V to monitor alarm output after the specified time after receiving an incoming call
enable boolean required
Determines whether the feature is enabled
timeout integer required
Possible values: <= 60
Delay timeout in seconds
